SPAWAR’s KEYHOLE Sniper Optics and Route Clearance Optic Suite (RCOS) Programmatic Research, Analysis, and Planning

SPAWAR is one of three Department of Navy major acquisition commands.  SPAWAR delivers higher-end Navy information technology products and services to the fleet and other Defense Department stakeholders.  SPAWAR Systems Center (SSC) Pacific is providing a critical C-IED capability to U. S. Central Command (USCENTCOM) for use in Operation Enduring Freedom and New Dawn in response to a CENTCOM Joint Urgent Operational Needs Statement.

The KEYHOLE Sniper Optics and Route Clearance Optic Suite (RCOS) capability is funded by the Joint Improvised Explosive Device Defeat Organization (JIEDDO). The system provides knowledge superiority to U.S. combat forces in Iraq and Afghanistan and is a critical component of JIEDDO’s Attack the Network methodology to enable defeat of IEDs “left of boom.” R3’s Programmatic Research, Analysis, and Planning  task was to develop a comprehensive execution strategy for program transition across the full spectrum of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities (DOTMLPF), in conjunction with the Joint Improvised Explosive Device Defeat Capability Approval and Acquisition Management Process (JCAAMP), to ensure continuity of support to ongoing combat operations while the capability is integrated into Service programs of record and long term funding requirements.
