Job Summary:

R3 seeks one (1) qualified Master Explosive Ordnance Disposal (EOD) Officer/NCO technician to support the Department of Defense Explosive Safety Board (DDESB) in conducting Explosives Safety Munitions Risk Management (ESMRM) Munitions Risk Assessment (MRA). The approach put forward will follow the Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 4360.01A and provide a quantitative value for potential consequences in assessing safety risk associated with munitions-related hazards at locations of their choice. The final deliverable will be a report with determinations/recommendations of the MRA relating to operational munitions risk.

The work to be performed is an analysis of potential munitions risk operations, a methodology for identifying and quantifying the safety risk posed by munitions storage, temporary storage, segregation, receipt, issue, and intra-magazine handling or inter-line operations, including captured cache operations. The analysis will culminate with development of a solution compatible with policy that meets DDESB’s and the COCOM’s mission objectives and goals to address the associated munitions risks.

Duties and Responsibilities:

  • Provide explosive subject matter expertise to DDESB during the performance of the on-site MRA. This may include reviewing logistical operations supporting the mission, tactical assembly areas, transportation routes, ammunition storage locations, location and information of potentially exposed sites. Provide a preliminary on-site out brief to the appropriate commander and help shape a concise determination/recommendation of the MRA relating to an operational munitions risk and provide a written report IAW CJCSI 4360.01, Enclosure C.
  • Provide engineering, technical, and managerial direction for problem definition, analysis, requirement development and implementation for complex systems in the engineering discipline required to meet technical requirements. Will apply the principles of science and mathematics to develop economical solutions to technical problems.  Required to make sound recommendations and advice on systems development, improvements, optimization, or support efforts. Will provide input for overall design effectiveness, cost, reliability, and safety of munitions inspection.


  • The munitions inspector will have a minimum of 12 years of experience in the following areas :
      • Explosive Safety
      • Risk assessment and mitigation
      • Explosive storage hazards analysis
      • Explosive magazine holding area risk management
      • Honorable Active Duty Military experience within the last 10 years.
  • Master EOD Technician with explosive storage, security, transportation and demolition experience.


      • Graduate of a military explosive ordnance disposal (EOD) School of the United States, Canada, Great Britain, Germany, or Australia
      • Current UXO Physical per OSHA 29 CFR 1910.120
      • 40-hours of HAZWOPER training per 29 CFR 1910.120 and 8-hour Refresher of HAZWOPER training if 40-hour training is over a year old
      • Graduate of an OSHA compliant (29 CFR 1910.120(e)(4)) 8-hour Management and Supervisor Training course
      • Complete a DOT-compliant (49 CFR 172.704) hazardous materials course
      • Current CPR and First Aid Certification
      • Meet the applicable requirements of 18 United States Code (U.S.C.) 842 as amended by the Bureau of Alcohol, Tobacco, Firearms and Explosives in 27 Code of Federal Regulations (CFR) 555.26 and State requirements
