CEODDR3 supported Naval School Explosive Ordnance Disposal (NAVSCOLEOD) with the initial actions and tasks required to facilitate the transition of Joint Improvised Explosive Device Defeat Organization (JIEDDO)-sponsored Explosive Ordnance Disposal (EOD) Homemade Explosives (HME) training and management of the interim HME course. The Navy is designated by the Department of Defense (DoD) as the single-service manager for all basic U.S. military EOD technician training. Accordingly, R3 tasks are conducted to support NAVSCOLEOD in implementing the Joint Service EOD Program Board (JSEODPB)-mandated intermediate and advanced HME objectives as a Joint Service EOD common-core training requirement. These tasks include: providing subject matter experts (SME) to assist the NAVSCOLEOD Learning Standards Office with quality assurance and quality control of contracted courses; advising NAVSCOLEOD on JSEODPB training tasks; advising NAVSCOLEOD leadership on incorporation of HME Tactics, Techniques and Procedures (TTP) and operational trends; and acting as a liaison between interim HME course execution officials and NAVSCOLEOD to manage and fill training quotas and ensure training standards are compliant with higher-headquarter mandates and directives.
