Andrew Bradley

Andy Bradley is Director of Business Development. He has extensive experience in a wide variety of defense business areas including: requirements and resourcing, operational logistics, and financial management. During his Navy assignments, he managed complex multi-million-dollar inventories, oversaw numerous logistical projects, and orchestrated disaster relief efforts during the aftermath of Hurricane Katrina. Andy served as a Department Head at an Explosive Ordnance Disposal training battalion, where he developed and executed robust annual operating/travel budgets to meet diverse supply and service requirements, facilitated and managed over 200 government contracts valued at 15 million dollars, and oversaw its Planning, Programming, Budgeting and Execution (PPBE) Program Objective Memorandum (POM) development and submission.

After transitioning from the U.S. Navy, Andy joined R3 where he first managed and led customer-facing projects, including budget development and logistics improvement initiatives on behalf of Navy and Joint Forces.  He went on to establish R3’s Contracts Department and became our first Contracts Manager.  As Director of Business Development and Marketing, he currently oversees R3’s capture and sales activities and develops strategies and implementation plans for growth and diversification.  Andy holds a Bachelor of Business Administration from Ohio University and a master’s degree in Business Administration from The Ohio State University. He is a graduate of Navy Supply Corps School and is qualified as a Surface Warfare Supply Corps Officer.

Bill Brown

Bill Brown is Business Development Manager. During his distinguished 33-year Naval career, he achieved the rank of Chief Warrant Officer Five (CWO5) and retired from the Explosive Ordnance Disposal (EOD) community. He has broad experience as an EOD Technician and EOD Officer and as a Subject Matter Expert (SME) in business development as well as instruction, remediation, curriculum development, certification, program management, leadership, supervision, and management of EOD Training.  At R3, Bill develops business development strategies to support revenue generation, company growth objectives, and the renewal and expansion of current work. Additionally, he assists in increasing and improving R3’s market position by locating, developing, defining, negotiating, and closing business relationships.

Bill holds a Bachelor’s Degree in Psychology from Saint Leo College, a Master’s Degree in Counseling and Human Development from Troy State University, an MBA from Columbia Southern University, an Educational Specialist Degree in Educational Leadership from the University of West Florida and has completed all coursework required of a Doctorate of Education in Curriculum and Instruction, University of West Florida.

Sally Wilson

Sally Wilson is Director of Human Resources.  She has extensive experience in strategic human resource planning and performance management.  Sally’s background in staffing, federal and state law compliance, employee benefits, compensation and payroll, and negotiation enables R3 to recruit, hire, and train highly capable and motivated personnel.  Her skills also include conflict resolution, training and development, and collaboration which support our geographically dispersed team across the United States and overseas.  Sally is responsible for the implementation and maintenance of our Human Resource Information System (HRIS) applications, as well as recruiting and payroll programs.

Her exceptional communication with all members of R3 and extraordinary customer service enables our team to stay focused on our clients. Sally has received a number of awards focused on her ability to cultivate a nurturing and supportive environment for employees.

Sally is a member of the Society for Human Resources Management (SHRM) both nationally and in the San Diego Chapter. She is an SHRM Certified Professional (SHRM-CP). Sally holds a Master of Science degree in Human Resource Development from Villanova University and a Bachelor of Science degree in Business Management from San Jose State University.

Samantha Guzzardo

Samantha Guzzardo is Director of Contracts.  She has over 17 years of experience supporting Federal, State, and local government contracts, with an emphasis on Department of Defense contracts.  Samantha’s expertise includes cradle to grave negotiating agreements, contract proposal and pricing manager, subcontract administration, export compliance, supporting internal and external audits, closeouts, and providing contracts training for company stakeholders.  Her responsibilities at R3 include updating the contract management system, drafting new contract templates, developing, and implementing contract policies and procedures, and administering all contractual matters.

Samantha is a member of the National Contract Management Association and has earned a Certified Professional Contract Manager (CPCM) Certificate.  Samantha holds a Bachelor of Arts from the University of California San Diego in Women’s Studies.

Martha Vasquez

Martha Vasquez is Director of Finance and Accounting. She joined R3 in March 2021.  Her more than 25 years of cost accounting experience supporting Global Government contractors are diversified in accounting and management ranging from public accounting, audit, and compliance to private industry, non-profits, and government contract businesses.

Martha is a proven leader with a strong background in Government Accounting Standards including Defense Contract Audit Agency (DCAA) requirements having acquired knowledge of the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and other regulations, as well as best practices relative to government contracts.  She has also served as a Director of Finance, Controller, and Manager for several international government contractors where she led the development of policies and procedures and the implementation of the Deltek Costpoint accounting system and related internal controls.

Overseeing the company’s operational and financial accounting, Martha is responsible for the production of financial reports, month-end close, and target rates. As part of the corporate management and leadership team, Martha develops and implements R3’s financial strategic planning decisions. She is responsible for developing the annual budget and prepares financial forecasts, critical for the fiscal welfare of the company.

Martha holds a B.S. in Accountancy from the University of San Diego and a Certified Public Accountant Certificate (inactive) from the State Board of Accountancy of California.

Gene Rathgeber

Gene Rathgeber is Director of Operations and Security. He retired from the U.S. Navy after 30+ years of Naval service where he earned the rank of Commander (O-5) and was a member of the Explosive Ordnance Disposal (EOD) community. Career highlights included the establishment of a Forward Deployed EOD Mobile Unit in Bahrain during Operation Enduring Freedom and Operation Iraqi Freedom, Commanding an EOD Mobile Unit located in San Diego CA., and deploying this unit as a joint service EOD Battalion in support of Multi-National Corps Iraq.

During his career and especially the past twelve years, has dedicated his career to program management and the improvement of the EOD education and training environment. He has broad experience as an EOD Technician, EOD Officer, Counter-Improvised Explosive Device operations, Underwater Mine Countermeasures, and as a Subject Matter Expert in educational perspectives of instruction, remediation, curriculum development, certification, program management, and the leadership perspectives of supervising and managing individuals dedicated to EOD training. He has also spent numerous years in a classroom setting to obtain formal education to perform in the civilian capacity of a business administrator.

He holds a Bachelor of Business Administration and a Master of Business Administration and has been a Program Management professional since 2011 and is skilled at supervising all phases of project completion, including work plans, personnel management, forecasting, cost analysis & tracking, materials & equipment coordination, scheduling, reports & documentation, customer satisfaction, public relations, and regulatory compliance.

He joined the R3 Team in September of 2015 and worked his way up from a Project Manager to Director of West Coast operations prior to being promoted to his current position. Gene provides operational leadership across all facets of R3 and is responsible for the budgeting and performance of twenty-six programs.
