Linda Runyeon

Linda Runyeon is R3’s Vice-President of Finance. She has a proven history operating in start-up and Fortune 500 environments. She brings hands on experience in the government and commercial sectors delivering financial solutions to meet external reporting, program and customer needs. Most recently, Linda was with SAIC for 25 years, where she served as Vice President in both Finance and Administration.

Linda has a track record developing and improving business processes, receiving two special CEO awards as part of the SOX remediation and Costpoint implementation teams at SAIC. As Vice-President and Controller for SAIC’s Commercial and International business unit, she led finance, accounting and project control as the business grew annual revenue from $25 million to over $500 million in a ten year period.

Prior to SAIC Linda worked at ISSCO, which became the first San Diego software company to be listed on the stock exchange. Linda holds a B.A. in Business from Michigan State University.

Andrew Bradley

Andy Bradley transitioned from the U.S. Navy after serving as a Supply Corps Officer. He has extensive experience in a wide variety of defense business areas including: requirements and resourcing, operational logistics, and financial management. During his Navy assignments, he managed complex inventories valued at over one million dollars, oversaw numerous logistical projects, and orchestrated disaster relief efforts during the aftermath of Hurricane Katrina. Mr. Bradley served as a Department Head at an Explosive Ordnance Disposal training battalion, where he developed and executed robust annual operating/travel budgets to meet diverse supply and service requirements, facilitated and managed over 200 government contracts valued at 15 million dollars, and oversaw its Planning, Programming, Budgeting and Execution (PPBE) Program Objective Memorandum (POM) development and submission.

Since transitioning from the Navy, Mr. Bradley has led a brigade-level (Navy EOD Group) POM effort, authored battalion-level operational logistics policy, and developed documents to aid all four Services in transitioning counter-Improvised Explosive Device (C-IED) training programs from contingency/supplemental to baseline funding. Mr. Bradley holds a Bachelor of Business Administration from Ohio University. He is a graduate of Navy Supply Corps School and is qualified as a Surface Warfare Supply Corps Officer. He is a graduate of The Ohio State University with a Master Degree in Business Administration.

James Loiselle

Jim Loiselle is R3’s Director of Contracts. He has over 20 years of professional experience in the defense industry with an emphasis in the following business areas: contract management, pricing management, government property management, communications security management, and information systems security management.

Prior to his transition into the commercial and defense sector, Jim served on active duty with the U.S. Navy as an Intelligence Officer for five years. During his Navy assignments he provided support to Operation Southern Watch conducted by Joint Task Force Southwest Asia (JTF-SWA), Operation Deliberate Guard in support of the NATO-led multinational Stabilization Force (SFOR) in the Balkans, and served as a Joint Task Force Military Intelligence Instructor.

In 2000, Jim joined MAXIM Systems, Inc. where he served in a variety of business support roles over a period of seven years to include the position of Director of Contracts. After the successful sale of MAXIM Systems to Accenture in late 2007, Jim transitioned into Accenture Federal Services where he served as the Senior Contracts Manager responsible for the U.S. Navy, U.S. Marine Corps, and Intelligence Community portfolios. In 2011, he joined TrellisWare Technologies, Inc. where he served as the Senior Contracts Manager until his transition to R3 in 2014.

Jim holds a Bachelor of Business Administration from the University of San Diego (USD) and a
Master of Science in Business Administration from San Diego State University (SDSU). He is a member of the National Contract Management Association (NCMA) and the Coronado Yacht Club.
